Samagra Shiksha Abhiyan

Launched by the Ministry of Human Resource Development and managed by the Department of School Education and Literacy, Samagra Shiksha Abhiyan is a holistic overarching scheme for improving the quality of education from preschool to class 12th. The scheme enhances learning outcomes by using digital-education technology, aiming to empower students and teachers.

Samagra Shiksha Abhiyan includes Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan, and Teacher Education.


Major objectives of this scheme are as follows:

  1. Providing quality education and enriching learning outcomes of students
  2. Eliminating social and gender differences and ensuring equity and inclusion at school-level education
  3. Providing minimum standards in schooling provisions
  4. Vocationalizing education
  5. Supporting various states incorrectly implementing the right of children to free and compulsory education act of 2009
  6. Enhancing and upgrading SCERTs, State Institutes of Education, and agencies for training teachers
  7. Providing a grant of Rs. 5,000–20,000 to over 1 million schools annually for improvising their library needs

Salient features

A unified administrative structure ensures synchronized implementation. The scheme is flexible for various states in terms of prioritizing interventions. 

There is enhanced funding for education at the school level for providing quality education.

“Operation digital board” along with digital initiatives, including Shaala Kosh, Shagun, Shaala Saarthi, have been implemented in all schools with the aim of revolutionizing education through smart classrooms, digital boards, and DTH channels. DIKSHA is a digital portal that has been implemented for shaping teachers’ educational skills.

Samagra Shiksha Abhiyan focuses on education and the empowerment of girl child education. Girls can avail self-defense training from upper primary to higher secondary educational phases. Moreover, the scheme focuses on the inclusion of uniforms, textbooks, and children with special needs; skill development; sports and extracurricular activities; and regional balance.
